The IP address of the Linux box is explicitly set in DrakConf - Networking
under the basic host information.

The IP address of the Win98 box is only set as far as the ethernet adapter is
concerned. This was required to get ICS working with a Win98 OS booted on the
Linux box instead of Linux itself.  I have three TCP/IP protocols in the
Network applet of Control Panel for the Win98 machine, the ethernet card itself
(with fixed IP), the dial-up adapter with no fixed IP (default), and the ICS
service.

When the linux box is booted into Win98 instead of Linux (leaving just the two
Win98 machines on the network), the second Win98 machine doesn't set a fixed
IP. It's not required for ICS - only the host for ICS has to have a fixed IP
for the ethernet connection.
