The browser name (Whether it's Mozilla or IE) is passed to the web sever, so
if you got something like PHP or perl available you can look at the
HTTP_USER_AGENT server variable, which tells you what browser and OS they
are using as well.

BGSOUND is a IE only tag - have a look http://www.blooberry.com/ which is a
excellent resource for anyone writing web pages.
