[LUG] FTP delays

Apologies if this has been asked before, but why won't FTP connect across the
LAN without an internet connection?

I've got Windows 98 Second Ed for the internet connection and Linux Mandrake
7.2 on the second computer of the LAN. Everything else works and FTP will
connect (at speed) if there is an active internet connection, but when I'm
offline, it simply times out.

Any help will be appreciated.
