Just filling in some more details.
1. I tried the usb stick on another computer and that booted off the stick fine. So there isn't a problem with the stick!
2. I am trying to boot a Lenovo ThinkPad 13 2nd Gen. Is there any reason why this wouldn't boot?

.iso file for your computer (amd64, aarch64 etc.)? It won't
boot if you don't have the matching one.
If the architecture is correct, it should 'just' boot; there's
no special thing that you have to do. I think it's very
unlikely that there is any problem with dd. Therefore, it
seems likely to me that there's another problem, such as:
Secure Boot (it must be disabled to install Ubuntu)
Faulty USB drive - this one has happened to me before!
Boot order (some motherboard firmware skips trying to boot
from USB in order to make the ordinary boot process seem
faster)
