I think it should be on a case by case basis,  what does that person
use their computer for,  so if it they use it for browsing (inc social
media) / e-mail / office then sure there are free software equivalents,

if they want Spotify or other services, photo editing then the tools
the are used to may not be there,  the free software equivalents may
or may not cut it for them.

For me Gimp works to say resize an image,  I don't fix photos so can't
comment on it's suitability compared to Photoshop it really depends on
what that person needs.

I would certainly encourage people to give it a go though.

In general a lot of programs standard in Linux distros have Windows versions, such as Thunderbird and Firefox, so in that regard there is no danger in suggesting users familiarise themselves with them first.  Alternatively a search online for 'Linux [favourite program' will come up with the alternative. Also a live distro can work wonders; let them play with that and see what questions they ask. Formal training can only cover so much, and sometimes areas the user will never touch again. A Live distro and the user asking 'How do I / Where is...' will help identify areas important to them.

WRT photo editing, I do more than resizing but I still find GIMP more than adequate. On the odd occasion I'm stuck a quick search online for 'GIMP [area I am stuck]' usually results in a tutorial, sometimes on YouTube. I find it easier to learn using images of my own than stock examples I may not possess.
