I set up accounts for folk who have  1)no computing experience
whatsoever 2)Have no mobile phone. 3)bad memory (short term)

On Google the phone number is for verification and rescue.
To set gmail account up , ab initio,  you give a Mobile No they send a
text with a code number , entry of the code number proves at least the
applicant had a working phone and thus verifies that fact, thereafter
the account works.
You can delete the phone no thereafter but if lost password (and it
happens frequently with elderly memory loss), it needs to be rescued via
the phone no.

If no Mobile phone I set up a corresponding MS Hotmail account and then
use that to verify the google one.
OR
Provide a temporary email address from my domain to set up google with
gmail account; then delete the temporary one.

2 Also the phone no and text thing can be used as a second factor
authentication from a computer, thus lowering the chance of ID fraud
