I actually think schools are asked to do so much with so little , that its a problem 
of priorities and economics. The desire is there the time and money are not. 

Its critically important to know math and write at 8, but knowing to program can 
easily be deferred to 13+ where a secondary probably already has the core resources 
in place to provide computing or a semi-trained IT teacher.
