Turns out this really was a controversial decision.

The Debian list makes for some interesting reading, including the public implosion of at least one member of the Technical Comittee

Ironically, one of the few things systemd does handle relatively well is
stepped dependencies during boot via the "required by" argument to it's
system units (which are similar to individual init scripts in practice,
if not in theory)...

Still not a good enough reason to use it though.
