The way OpenReach work doesn't easily allow "extra" works at first
visit.  The PDA controls the engineer's time:  He can only spend the
allotted amount at your premises and can only do what's on the machine.
Anything else will likely entail a follow up visit.  The system caters
for a simple job that, in reality, may be anything but due to
circumstances at the premises.  Proximity of power to master socket, for
example.

The visiting engineers appear reluctant to do anything simply because
they get into trouble for any delays.
