Nope, in fact quite the contrary. Like many other places, these are big bureaucratic organizations with authoritarian/punitive hierarchies. Ass-covering is the order of the day. They need to eliminate risk in their processing systems, which means using bulletproof tried-and-tested stuff and upgrading seldom and very very slowly. They have people joining and leaving, transferring and being promoted, and they need to recruit from the rest of industry, which means they need continuity, which means familiar industry-standard toolsets and stacks. Ace programmers can always get around any limitations of the platform.
