It's a cmd line tool. Once you've extracted it, put it somewhere in your
$PATH (C:\Windows will do).

Then you can use it normally from a prompt (win+r, type cmd, hit return).

Alternatively, just download this:

It's got a GUI so it's probably easier for you to use.
