Indeed. As I, and others, have said it is sometimes necessary, *if* the
machine is so locked up that the normal methods of shutting down fail.
It is probably preferable to use the reset button instead, if possible.

That can be quite catastrophic, yes. Thankfully, my current PSU doesn't
have such a slider. Several previous ones did though. Not that I ever
fiddled; My background is in electronics.
