Hi. I've done this, not with a pi but a few years ago with an axis ip camera and a debian server. The subject was a new large log cabin office building for work, and at the end of the build I showed the timelapse video to the Estonian builders who were enthralled by it. (And I gave them a copy to take home) I don't think it matters what sort of camera, provided you can grab a jpg off it at fixed intervals and save them as sequentially named jpgs. (1.jpg 2.jpg 3.jpg etc) To make the actual file, I used ffmpeg to combine all the jpgs together into a video. Lots of examples out there, and a bit of trial and error and you've got your picture. Mine was over a period of some 3 months. I manually removed the night-time pics, although with more foresight my cron script would have turned off at night, and I skipped a few frames to get the right tempo. Changing the angle requires stepper-motor driven tracks and rails. In my example, the subject required a static shot. Not sure why you'd change the rates, but I'm no artist - I imagine you could do this when compiling the video or at time of shot. I see no reason why that wouldn't work on a pi, even compiling the video didn't take long on a normal pc, provided you have enough disk space.
