Freenet has had similar problems, as such it is likely the difficulty of
modelling and testing peer to peer networks rather than a proprietary
software issue.

On the other hand Freenet has rather more of an excuse, it has hardly
any development effort (1 full time when they can afford it), and a
protocol that is deliberately difficult to analyze.
