The Union Flag is only a Union Jack > when flown from a naval vessel at sea. Actually, that's debatable. The term "jack" apparently used to refer to any flag, not just one on a ship at sea. The Admiralty has stated that either name can be used officially, and it was stated in Parliament that "the Union Jack should be regarded as the National flag".
