With a static IP it is perfectly reasonable for only 2000 people
assuming the emails aren't huge.

Just use a mailing list manager like Mailman. Probably seems overkill,
but you get thing like bounce removal done right, and when they want a
discussion based mail list it'll be easy to add.
I would definitely be using mailman or similar (originally it would have 
been majordomo, but then I discovered that mailman is a much more modern 
alternative).
You will have this IP address listed as a spammer by someone sometime.

But if you are sending genuine solicited email with a proper
unsubscribe, and support proper contact addresses, no one who matters
will block you (except hotmail and there is no one at the helm there).
I periodically check my own domain against blacklists, and it got listed 
to start with, but after I removed it it was ok. I'm not sending mailing 
lists though.
I'd be tempted to stick it on a virtual server somewhere, just to get it
away from "casual volunteer" IT staff. Do they have a website you could
host on same box to keep costs down?
Posssibly. They have a local server for file storage which I would like 
to keep due to the ability to do automated backups easily. It will 
probably just have Ubuntu and turn into an extra desktop machine, however.
The website hosting is a very old package and needs changing anyway, so 
a VPS could be a good option. However, wouldn't a VPS provider be 
another potential block on sending the mailing list? Or are they likely 
to be better than a residential connection? Can anyone recommend a good 
VPS provider that I could use for this? While I'm at it, I'm also 
looking for a cheap one for personal use.
