Ah ha!
Way back in those Thatcher days I worked for a company making machinery
to make fibre optic cables. BT yes, they wanted to relay all cable as
fibre optic, they wanted a subsidy of about many billions to do all
(repeat all) exchanges - no deal with UK government. We sold our plant
to Korea as no real market in UK after Thatcher decision of no subsidy.
Guess why Korea has 100MB fibre to house connections now! Also almost
dominates fibre technology research.
UK was penny wise  pound foolish.
