Ahh.  I see the problem now... You couldn't log in as the nagios user
to generate the key because it didn't have a valid shell...

When you said it "wasn't interactive" I thought you mean that no-one
would be there to enter the password when the ssh connection was made,
hence the -N '' option to generate an unpassworded key.

Not sure there's really any way to do what you wanted without doing
pretty much what you did, tbh.
