Hi John,

The fact your PC won't play the disc does strongly suggest it was 
mastered as NTSC.

Is your TV capable of showing NTSC (USA format) TV pictures?
Is your DVD player region free or locked to region 2?

If the answer to either or both of these is No (especially the first) 
then you'll probably need it converted to PAL as Richard has offered.  
If your TV *can* view NTSC then you might be able to unlock the DVD 
player to make it region free.  There are several websites listing 
methods for (nearly) all makes and models of DVD player.
