I will not get an answer to the Freedom of information request as I believe all the answers are here: in short they are planning the budget as part of a consortium of local councils. As such now would be the time to approach local Councillors and ask them if this forecast will take into account opensource software. Devon County Council as the "lead procuring authority" is managing a consortium of Local Authority partners in a procurement process for the supply of Computer Hardware, Software, Peripherals and Services. The project is lead by Corporate Procurement Services, supported by ICT Services. 2. The consortium Members include Cornwall County Council, Gloucestershire County Council, Somerset County Council, Plymouth City Council, Torbay Unitary Authority, Borough of Poole and South Gloucestershire County Council. 3. It is anticipated that the collaboration of local authorities will obtain best value and efficiency savings for a range of goods and services. See appendix A for details of the lots. The estimated consortium contract value is 23 million. The Consortium members are also committed to reducing power consumption for IT equipment and have therefore included Environmental Characteristics in the evaluation criteria. 4. The effective start date was due to be 1st September 2007, however largely due to the size of the consortium and the effort required to manage the number of stakeholders, information has been provided late by consortium members for the appropriate stages and therefore key dates have been missed. 5. There have been 20 detailed responses to the tender and the detailed pricing analysis, combined with the size of the partnership, has taken longer than anticipated. A shortlist of suppliers should be agreed by the end of October, a preferred supplier list agreed by December and new contract start by February 2008. These dates are subject to the consortium members committing to and achieving their required commitments. 6. Contract extensions have been agreed with existing suppliers and price reductions negotiated accordingly. Laptop prices have been reduced by 80 per unit and desktop prices by 104 per unit.
