I would agree with Grant - try wine first to see if it will run the program 
you need. Some programs won't run in wine, but most do.
If wine cannot run the program, then look at Qemu, Bochs or VMServer.
All three work in a similar fashion - they emulate a complete system, 
including graphics card, hard drive etc. You can install your Windows in 
there and run the application in that way.
The VM systems are actually quite useful for testing different distros etc out 
as well - they are not limited to running Windows. I use Qemu to run various 
testing versions of distros to check things will work for me.
Note that the virtual machine method does need a fair amount of ram to get 
anything like a realistic useability. On my laptop, which runs Kubuntu 6.06 
with 768mb ram, I can happily run Xubuntu in a VM with 256mb ram allocated to 
the VM - but more hefty distros and indeed XP - would benefit from being 
allocated more if possible.
