Huh? You can get broadcast quality video through arround 8Mbit, it's
called Freeview, no good for recompressing though. Similarly you can 
get a couple of HD channels down 100mbit and have plenty of room to spare. 

The BBC uses 34MBit links to transfer video arround the country.
