Trusted Computing isn't designed to protect against malicious programs at all - it is purely about ensuring there is a trusted channel between your hardware and the content providers, for copyright protection.
You could of course use it to design a system to exclude any software not explicitly authorized by "trusted vendor X", but that is likely to include malicious software (given the recent Sony debacle, and Microsoft spyware around).
