Hmmm... 
You can write a copyright licence that allows anyone to use it,
unchanged, and anyone to change it and use a derivative provided and
only if they have effectively published it.

This is possibly one of the GPL version 3 terms... if it goes that way,
and it is aimed very much at this sort of situation.


Keep an eye on the GNUs and see if any useful form of words is
announced.
