Read /usr/share/doc/cron-apt/README look at the section about creating symlinks in /etc/cron.daily, substitute "weekly" for "daily".
Hmm under documented - they appear to be "apt-get" commands without the "apt-get" bit - so try "man apt-get".

Assuming anacron output normally reaches you. If it doesn't ask a question about your email problem ;) Does root email reach you, if not edit /etc/aliases to fix that at a guess.

Not needed. Possibly a security weakness, root level stuff should stay in directories owned by root not trust end user files. This isn't windows ;)
