It does not, as far as I know run user quota s/w on it.

Some ftp servers run their own limits, proftpd has per user file and
bandwidth and quota limits as a module.

Older *nix flavours also use to run out of inodes, but not sure Linux
does this (at least it doesn't do it often if it does, 'df -i' will
check if it is close).

Yes, Linux can still run out of inodes... I fell foul of this a while ago.. and how annoyed was i when i found out...?
