If you're back on stretch, and are unwilling/unable to update... you could potentially download the .deb directly (see https://zmrepo.zoneminder.com/debian/release-1.36/stretch/) and install using apt/dpkg.

However, why not upgrade the whole ZM server to a newer release?

I am not sure where to look next

I believe I installed zoneminder originally before I had the
/etc/apt/sources.list.d/zoneminder.list
file.

zoneminder not mentioned anywhere else....
