That's to stop random people and other users hopping on to unattended
computers, not to stop IT. Who have domain admin/root on everything
anyway or at least a delegated subset sufficient to do their job...
Which definitely includes having much higher privileges than users.
Just the very idea of IT needing a user to unlock a computer for them is
highly amusing. Like a surgeon needing their patient to make the first
incision for them.
