When doing a lot of Debian work I created a Debian mirror on portable USB
drive. Of course way too much work for one box, but if you are doing a lot
of Debian stuff it is really easy to set up a mirror (well trodden path).

If you have several machines on a network that is connected it is sometimes worthwhile setting up a squid-deb-proxy cash on a small portable machine and that will speed up you local updates (of you're on a slowish connection) and then you can take that to the offnet machines (which should have squid-deb-proxy-client installed) as and when required.
