Having looked at what it does it appears to be something that I do not want. It seems that it is needed in Unity and others but not in Xfce. Is that correct? And would it be safe to purge it?

Try "apt-get remove zeitgeist" on the command line and see what else it wants to remove at the same time. I'm pretty sure it's stand-alone in that although it's used by Unity, you can still remove it and Unity will be fine without it.
