have you checked the physical connection. 

the 10.0.0.0/255.255.0.0 should be able to see the 192.168.0.1/255.255.255.0

butif in doublt change  the 192.268.0.0 network to 10.0.0.0 as per the other 
network. 

also you wll only need one dhcp - so just check where thats setup normally [if a 
windows network with a dc, chances are its on the win server and that may explain 
why you have 2 discreet private networks, thus if you find the dc has multiple nics, 
check if the gw for the 10.0.0.0 is the dc if so one of the nics will be 10.0.0.x 
and another 192.168.0.x ....thus the router need to plug into that nic directly and 
not the general lan) 

if not then at a basic level all routes should point to the next gw device in their 
subnet ie  a->b->c 

firewalls and tunnels and statics routes are unlikly to be the solution. 

ps - its bad practice to use 192.168.0.0 range if this network is doing anything 
complex.

at least change it to 192.168.x.x /255.255.0.0
or 10.0.x.x
