You can turn 1571 off using the BT online portal.

When we had a BT line we would occasionally find that our answerphone (party of our main handset) would not take a message or two and people would end up on the BTAnswer1571 thing. It turns out this only happened when our line was deemed to be 'busy', which included times when someone else was leaving a message on our main answerphone. The giveaway that we had a 1571 message was that the dialing tone would be 'broken' - of course, we rarely listened to the dialing tone, we would just dial away so we could have missed a lot of 1571 messages that way.

Another thing that can cause this is if your answering machine has a longer response time than BT's/Virginmedia's/Whoever's answering service, e.g. it answers on two rings and your answering machine is set to three - the answering machine is still waiting to allow you to pick up when BT picks up instead. My brother had a similar issue years ago when he also had a fax machine at home. Trying to get the answering machine and fax machine to answer in order was a pain. I rang VM and told them to take the voicemail service off my line, BT will as well if asked. It solves the problem of people thinking they have left a message and you not knowing about it as they get an engaged tone if you're on the phone - as you'd expect, so know to ring back later; also BT won't intercept your answering machine when you're out.
