Use SUSE - best accessibility for a (normal) Linux distro by far. Even
the installer immediately probes the initial VT looking for a braille
device to setup, and has done by default for as long as I can remember.

A good friend of mine is so partially sighted as to be effectively
blind, and that's what he uses. There will be a lot of post-installation
tweaking required no matter what system you go with though.
