Indeed it is, however many media players will accept an M3U file to direct it to the actual media itself. Certainly I found "back in the day" many Internet radio stations would provide either M3U or PLS files with a single entry in the playlist that pointed to the stream.

It should be possible to "just play" the stream by pointing the media player at the M3U file.

I'm pretty sure that .3mu is a playlist descriptor, not actually a
playable file.
