You're on an exchange that's not been upgraded to ADSL2+ yet, or your ISP hasn't migrated you over.
However let's face it - your using TalkTalk and you get what you pay for. No amount of modem tweaking is going to change that - you already have the fastest line rate you can get. After that, it's the TT interface via the BTW network and then TT's own network that's rubbish.
Mind you, they did manged to get themselves off the bottom rung in the ISP satisfaction awards recently. Now only 2nd bottom.
