I am somewhat surprised at that. It suggests something is badly broken somewhere...
My diddy little Acer Aspire one has no issues with its webcan (on an internal USB connection) and neither does my wifes PC with a logitech USB one. (Both run Linux, of-course)
The can both run skypeeeee and my AAO can be used as a SIP video phone running ekiga (yuk), but encoding to h264 if needed.
