You don't need DynDNS, if you have a static IP address then just use the IP address, however if your IP address changes then maybe you might want to use DynDNS, this way you don't have to keep checking what the IP address is.
Or I suppose you could set something up to e-mail you the IP address if and when it changes (although DynDNS would be easier).
Some ISPs may block some ports, say SMTP ports but I wouldn't have thought that most ISPs would block port 80.
