The ISO has a file system inside it (ISO9660 usually with extensions).

You need to write the ISO to the CD so that the file system in the ISO
becomes the file system on the CD.

If you make a mistake you usually find the CD writing software makes a
file system, and puts one file (the ISO) inside it.

You might have made this error, easy to check, you can just mount it in
Debian, and see if it looks like an install disk.

If you have a Debian box with a CD writer in already, you can usually
just right click on the ISO in GNOME and pick the relevant menu option
to write it as an ISO ("Write to Disk").
