I have bought quite a few MS OSs and MS Office for charities. MS do not "give away" 
this software.
Cheapest is an 'approved charity in USA' (limited MS approved objectives)
In UK charity pricing depends on the quantity, 5sets OSs or MS Office any mix 
minimum to get reasonable price. Charity pricing is above academic.
