If cash is in short supply, then you might want to consider installing a wordpress site - then you can get yourself setup with *something* fairly quickly - there are lots (millions) of templates out there for WP to pick from. All that will cost you is your own time... (and hosting fees which ought to be under £30 a year for a simple site - maybe plus DNS registrions fees on top of that)
Then - should you want something more professional, there are companies who specialise in developing custom templates for WP, etc. so they can go on the existing site, and keep most of the existing content...
