The development tools are freely available (at least for Mac, not sure about Windows/Linux).
Same as Windows Phone 7 & XBOX360* development tools are available for Windows and Android development tools are available for just about anything.
* The XBOX360 development tools requires a yearly subscription of about Â100 a year to be able to run the applications on the XBOX360 and get them published on the XBOX Live Indy Games service.
