Thanks for the response.

 I have installed GTK+ on the host machine, before starting to cross compile cairo, gtk+ etc on the arm architecture.

 I will try buildroot.org, many thanks.

Have you installed it for the host? It sometimes looks to the host for
header files.
Another thing you might want to try is buildroot (buildroot.org) which
seems to work for me now.
You can customise and build a complete toolchain, and install target
software as you like it.
