Except you're forgetting that this government has set a fixed parliament of five years not four.
Year 5 onwards:
        -       Service to clients improves
        -       Supports costs drop
        -       No replacement cost for existing software
        -       Reuse of software from other councils
        etc etc
By Election time the savings are starting to show, and if the same administration gets back, or one that notes the savings and decides to continue the policy, FLOSS continues potentially to year 10.
