All that happens is folks will better educate their peers (not that
peers) about using encryption and VPN's.

The DEB will only catch the low hanging fruit or wrongfully accuse folks
who have their networks compromised. Can't wait for the CIR's to start
hitting larger companies, or maybe libraries. It could get interesting.

I am also curious about the website blocking aspect. It can be
indefinitely blocked right... So what happens if someone later on
innocently purchases a domain that was previously blacklisted. Who is
gonna sort that out ?
