This advice is harmful, and wrong. If you're only downloading legal
files then how is it going to be sharing illegal files?

Bandwidth is expensive, and P2P is a good way of helping to avoid
costs and speed up downloads. Linux distros and free music (ocremix et
al) and video use this a lot. They've got enough trouble trying to get
people to seed as it is. This is very bad advice.
