Xchat. Used it when i was an windoze only geek so can confirm it works there. I got into using it then because i was looking for an easy way to plug a bitch slap with random weapons script in. (The trout was sooo overdone in the channel i hung in then)

I use xchat mainly. It's simple, it works. Apparently it works in Windows too, making it *the only* IRC client for Windows which is actually useful. And I sometimes use irssi in screen for idling.
