I remember vaguely using Mac on Linux which enabled MacOS to run on top of Linux (can't remember if it was OS X or OS 9 on top of Linux). Otherwise I'd do suggest QEmu, I gather that the options are probably pretty limited otherwise since Apple appear to have all but abandoned the PPC hardware now in favour of Intel.
