I believe if the lines are from the same ISP then it is possible although you'd probably be looking at one of the more specialist ISP's such as Entanet or Andrews and Arnold rather than ISP's aimed at home users (Orange, Talktalk etc).

I'm not entirely sure of the specific details, last time I looked into it, I believe it required a specific router or a Linux box with a couple of PCI ADSL modems configured to bond the connections.
