From the POV of maintainability and security OSS makes a lot of sense.
For one thing it's inherently portable between platforms, even
proprietary platforms.

This would also mean that a project could easily be taken away from
a supplier. Not good news for the likes of C(r)apita, even if there's
enough money involved to keep wining and dining ministers and senior
civil servants.
