man ssh-keygen says:
-N new_passphrase
Provides the new passphrase.
Can't really see how this would help.
I think I have it sorted anyway:
+ Stopped the nagios service
+ Changed the nagios user account's default environment to /bin/bash
+ Su'd to the nagios user account
+ Ran the relevant commands
+ Tried sshing to our other server (it succeeded)
+ Exited the su environment
+ Changed the account's environment back to /bin/false
+ Restarted the nagios service
